    Pathfinder Private Capital Mob

The MDB mobilization ratio for climate finance was just $0.38 of private capital per $1 of public finance in 2023. The SMI is calling for a step-change to 5–10x. This will not be achieved by waiting for MDB reform cycles alone,  the private sector must lead by originating deals, structuring risk, and inviting MDB tools in for the specific risks that markets cannot absorb. Global aid fell 23% in 2025, the largest annual drop on record, making private capital mobilization more urgent than ever.

    Problem statement

    • A fundamentally broken mobilization ratio: At just $0.38 of private capital per $1 of public finance in 2023, the current model falls catastrophically short of the 5–10x ratio required.

    • SIDS face the most acute financing gap: Highest debt-to-GDP ratios, lowest credit ratings, and greatest climate vulnerability, yet the smallest deal sizes make them least accessible to institutional investors without aggregation mechanisms. Global aid falling 23% in 2025 makes this gap more acute than at any point in recent history.

    • MDB reform is necessary but not sufficient.

    Implementation pillars

    1. Private Sector-Led Originate-to-Distribute (O2D)

The SMI will engage a multi-bank O2D working group to share learnings from the World Bank’s programme and identify where SMI members can participate as originators, distributors, or anchor investors.

    2. Debt-for-Nature, Resilience & Transition Swaps

Building on the SMI’s existing Blended Finance case study booklet, the SMI will develop a replicable standardised blueprint for debt-for-resilience and transition swaps

    3. Risk Architecture — Guarantees, Insurance & Catalytic Capital

The SMI will engage the newly launched WBG Unified Guarantee Platform as a one-stop shop for guarantee products. Leveraging the SMI’s insurance community, the SMI will promote private political risk insurance and explore a Commonwealth Mutual for disaster risk management ahead of CHOGM 2026.

    4. Measurement, Showcasing & Amplification

The SMI will recognise companies and countries demonstrating significant methane reduction efforts, supporting the UK Government’s High Ambition Statement on Methane, and showcase leading efforts annually across stakeholder groups via traditional media, SMI platforms, and SMI Roundtables & Exhibition.

    5. Engagement, Amplification & CHOGM 2026

The SMI will showcase PCM progress at the highest Commonwealth level at CHOGM Antigua & Barbuda in November 2026, integrating PCM examples into the Terra Carta X-Change platform for broader access.
