    Pathfinder Fusion

Investment in the fusion energy sector is expected to reach $40–$80 billion by 2035 and possibly over $350 billion by 2050, with the goal of initial commercial deployment of fusion power plants by the early to mid-2030s. As the world races towards sustainable energy abundance, fusion offers the promise of generating almost limitless clean energy while delivering permanent energy security and wide-ranging economic benefit.

    Problem statement

    • Disproportionate early-stage financing risk for developers: A dearth of at-risk project capital, limited near-term revenue pathways, and first-of-a-kind (FOAK) technology risk premiums create significant financing barriers to first commercial deployments.

    • Supply chain immaturity inflating costs and timelines: Uncertainty in the timing and scale of commercial demand has increased the cost of critical inputs.

    • Policy uncertainty and absent risk allocation frameworks: Without clear structures such as feed-in tariffs, contracts for difference, or guaranteed long-term offtake commitments, projects face extended commercialisation horizons and higher costs.

    Implementation pillars

    1. FOAK Risk Financing & Capital Mobilisation

The SMI Pathfinder will convene experienced financial experts with leading fusion developers to conduct deep dives on FOAK risks and financing needs, co-designing commercially reasonable financial products including first-loss insurance mechanisms.

    2. Supply Chain & Industrial Readiness

The SMI will focus on fusion developers with industrial supply chain leaders to map critical component needs, superconducting tape and magnets, cryogenic systems, precision components, molten salts, and enriched lithium, and identify bottlenecks that collective SMI action can address..

    3. Policy, Regulatory & Government Enablement

The Pathfinder will focus on providing clear and compelling mechanisms to stimulate early market adoption which remain underdeveloped globally. Specialised government programmes for FOAK backstops are needed to remove performance risk and make projects insurable and bankable.

    4. Showcasing & Amplification

The SMI will showcase leading fusion efforts across the value chain — developers, hyperscalers, energy utilities, finance and insurance, industrial supply chain, and governments — positioning SMI-facilitated projects as global benchmarks for bridging R&D and commercial deployment.
